INTRODUCTION
A permit to work
system provides a systematic discipline approach to assessing a risk of job
& specifying the precautions to be taken while performing hot work. Cold
work or working in a confined space.
The Permits to Work Systems
1)
Specifies
the work to be done & to be equipment to be used.
2)

the precautions to be taken when performing the task.
3)
Gives
permission for the work to start.
4)
Advises
occupants of building that work is being performed within their building.
5)
Provides
a check to ensure that all safety consideration have been taken into account.
Including the validity of permits & certificates & compliance to the
policies & procedures

On
completion of work it provides a checking mechanism that all work has been
completed for the satisfaction.
Purpose
The
PTW system termalised process to control work and access to identified areas
designed to prevent incident in the work place. The written system is used to
control certain types of work areas that are potentially hazardous and contains
a permit to work document which specifies the work to be done. & the
precautions to be taken. The process authorizes work only after safe procedures
have been defined and they provide a clear record that all foreseeable hazards
have been considered.
Scope:-
This
guideline outline the permit to work system in at reducing the risk of incident
related to potential hazardous activities or work areas. This guideline is
applicable to all staff and contractors working at all locations.

1) Hot Work Permit
A
permit issued for works like welding, cutting, grinding etc. A work in which a flame, spark or heat and
heavy machinery involved.
2)
Cold work permit:-
A
permit issued for works likes housekeeping, painting, washing etc.
3)
Confined space entry work permit:-
A
Permit which is specially given to perform works in all types of confined
space. E.g. works in vessel tanks, pipeline, trench etc.
4)
Electrical Isolation Work Permit:-
A
permit given to perform all types of electrical works like new erection,
repairing, maintained etc.
5)
Vehicle entry work permit:-
A
permit given mainly for vehicles to enter or roam within the plant
Note: - As a safety to enter in to the plant spark arrester should be
fitted to the silence of the vehicles.
6) Blanket permit
These
are special types of permit which are usually given once in a six month or a
year. Such permit is mainly given to laboratory, workshops and hot working
areas.
7) Radiation work permit
Radiation Work Permits (RWPs) are used to control radiological work
by specifying Dress requirements for a job, respiratory protection
requirements, dosimetry Requirements, and work restrictions. Special work
instructions may be added to protect Members of the project.
Work not requiring a permit:-
Activities
involving a routine production & process operation including start up,
changes in operational mode & shut down do not require a permit to work.
Routine work includes & first line maintained carried out by operations
personnel such as topping up oil / water, tuning controls etc.

The Validity of a permit:-
Is
mainly for eight hour (One Shift) & it can be renewed necessary for one
more shift.
Issuing Authority:-
Generally
granted to shift supervisor and officers or any person who is responsible to
issue a permit should have through knowledge of the work to be perform and the
condition under which is the work will be perform.
